From a value standpoint
Clayton has generated 2.7 fWAR for the Padres, while Peavy has provided 5.4 for the White Sox. Going by rWar, the numbers are closer, but Peavy still comes out ahead.
On the other hand though, the Padres are paying way less per win than Chicago.

not really
he played hard and occasionally said player-centric things to the media (rather than the homegenized consumption-friendly athlete drivel that most people) so people had mixed opinions of him. he was sometimes an idiot, but i wouldn’t mind a pitching staff full of guys with jake’s heart and intensity.
